📌Why I Started Asking Questions

My name is Terry, and I’m a homeowner at Catonsville Gateway. I also serve as an elected member of the Board of Directors.

I created this site to organize and present information related to our community in a way that is easier to understand and access.


How This Started

Like many homeowners, I didn’t initially set out to take a deeper look into how our Association operates.

Over time, however, a number of questions were brought to my attention through general conversations with others familiar with the community, including a former Board member. These questions related to vendor selection, competitive bidding, cost transparency, and overall governance practices.

Rather than rely on secondhand information, I chose to better understand the Association’s governing documents, applicable Maryland law regarding homeowners’ rights, and generally accepted governance practices. I also sought clarification by submitting formal records requests under Maryland law, reviewing available documentation directly, and serving the community as a Board member.


What I Set Out To Do

My goal was simple:

  • Understand how decisions are made
  • Review how Association funds are allocated
  • Confirm what information is available to homeowners
  • Ensure alignment with the Association’s governing documents

To do that, I began submitting formal records requests and organizing the information that was provided.


What I Found (So Far)

Through this process, I’ve learned that accessing and interpreting Association information is not always straightforward.

In some instances, information has been provided and has been helpful.

In other instances, obtaining complete or fully usable information has required repeated follow-up and clarification in order to fully understand the information requested.


Why This Site Exists

This site was created as a way to:

  • Organize information in one place
  • Provide context around documents and communications
  • Present timelines of requests and responses
  • Help homeowners better understand what information is available and how to access it

The goal is not to draw conclusions, but to present information in a way that allows it to be reviewed and understood more clearly.


Why This Matters

For homeowners, access to clear and complete information is an important part of understanding how decisions are made and how Association funds are managed.

When information is not readily available, incomplete, or requires repeated follow-up, it can make it difficult to fully understand how decisions are being made or how funds are being used.

Over time, this can create gaps in visibility that make it harder for homeowners to stay informed and confidently engage in the governance of their community.

Where information is available, it will be shared. Where information requires clarification or follow-up, that process will also be documented.

As a member of the Board of Directors, I have taken a deliberate, fact-based approach in presenting information.

All information shared on this site is based on:

  • Records obtained through formal requests
  • Publicly available or lawfully accessible information

No assumptions or conclusions are made beyond what the documentation supports. This approach ensures that information can be reviewed and understood on its own merits.
